    PREVENTIVE MAINTENANCE OF STREETS 2013, FEDERAL ID # STPL-5064(070) PROJECT UPDATE:
    On October 28, 2013, the City of Pasadena awarded the Preventive Maintenance of Streets 2013 project to Hardy & Harper, Inc.. Hardy & Harper is scheduled to be working between January 2014 and April 2014.

    DESCRIPTION:  This project consists of the resurfacing of California Boulevard (Grand to Orange Grove; Fairmount to Raymond; Hill to East City Limit), Marengo Avenue (Green Street to South City Limit), and State Street (Railroad Street to East City Limit) with asphalt rubber hot mix (ARHM); removal and replacement of portions of damaged concrete improvements including curb, gutter, sidewalk, driveway apron, cross gutter, spandrel, and local depressions; construction of curb ramps; installation of detectable warning tiles; localized street reconstruction including the removal of existing asphalt concrete pavement, the compaction of the subgrade, and placement of crushed aggregate base and asphalt concrete pavement; and miscellaneous appurtenant work at various locations.

     
    JUSTIFICATION:  The project is consistent with the City Council’s goal to “Improve, maintain and enhance public facilities and infrastructure.” It also supports the Public Facilities Element of the General Plan by maintaining public facilities to enhance the quality of life of the community.

     
    ENVIRONMENTAL ANALYSIS:  On September 28, 2011, the City’s Environmental Administrator determined the project is categorically exempt under the California Environmental Quality Act (CEQA) Guidelines in Section 15301 (c), Existing Facilities, of the California Code of Regulations Title 14, Chapter 3. This exemption includes minor alterations involving negligible expansion of use beyond that previously existing. A Notice of Exemption for the project was filed with the Los Angeles County Clerk on October 7, 2011. There are no changed circumstances or new information which would require further environmental review.

    CALRECYCLE RUBBERIZED PAVEMENT GRANT:  This project is partially funded through funds awarded in the FY 2011/12 cycle of the California Department of Resources Recycling and Recovery (CalRecycle) rubberized pavement grant program. CalRecycle receives an annual appropriation from the California Tire Recycling Management Fund (Tire Fund) to administer the Tire Recycling Act (Act), Senate Bill 937 (Vuich), and related legislation. As part of the Act and pursuant to the requirements of SB 369 (Simitian), CalRecycle is offering the Rubberized Pavement Grant Program to encourage the use of waste tire rubber and thereby reduce the landfill disposal and stockpiling of California waste tires. As recipients of grant funds, the City agrees to utilize 100% California-generated waste tires in the rubber portion of the project, and certifies that the binder material must contain a minimum of 300 pounds (equivalent to 15 percent by weight) of the tire-derived crumb rubber portion of rubberized binder. CalRecycle awarded the City $158,813 to offset the cost between conventional asphalt and the more expensive rubberized asphalt to be used in this project.
