On April 18, at 8:00 a.m., the Pasadena Police Department is hosting a ceremony for our newly promoted employees.  The event is open to the public and will be held in the Donald Wright Auditorium – Main Library, 285 East Walnut Street.  Light refreshments will be served.  Please consider stopping by to support your Pasadena Police Department.

On April 20 at 6:30 p.m. Villa Parke will host “A Fighting Chance,” Kick Off Event.  The program, which is at the Vill-Parke Community Center (363 E. On May 2, from 7:00 to 9:00 a.m., Mayor Bill Bogaard will host the 40th Annual “Pasadena Mayor’s Prayer Breakfast,” which will be held at the Pasadena Convention Center Ballroom.  The doors open at 6:30 a.m. and the program starts promptly at 7:00 a.m.  This year’s theme is “Do Justly, Love Mercy, and Walk Humbly with your God,” and features Dr. Jack Scott as the keynote speaker.  For more information please call (626) 486-0691, or email jmillikan@workingfaith.com.

On May 2, the Pasadena Police Activities League (PAL) will host its Eleventh Annual Golden Badge Awards Dinner at the Pasadena Convention Center.  The dinner starts at 6:00 p.m., followed by the awards program.  This year, PAL is thrilled to recognize Councilman Steve Madison & Pasadena Armenian Police Advisory Council (PAPAC) as “Golden Badge Honorees,” and PAL Service Award recipient, Janet Branson. On May 8, The First Tee of Pasadena & the Rose Bowl Operating Company will host “Tailgate in the Rose Bowl,” from 5:30 to 8:00 p.m.  The event will feature Famed Sport Broadcaster Keith Jackson, great BBQ, and tons of memories from the guest speaker (Keith).  The event will take place under the stars at the world famous Rose Bowl Stadium.  The evening will benefit the First Tee of Pasadena, whose mission is “To impact the lives of young people by creating opportunities and providing resources to have the exposure to the game of golf and its positive attributes that promote character – development and life-enhancing values.” For more information, please contact Paul Engl at (626)397-4668, or email at paul.engl@imgworld.com. On May 10, at 6:30 p.m., Hamilton Elementary School will host its Annual Funder Raiser at a private Pasadena residence.  This year’s theme is “Hollywood Under the Stars,” and features a silent auction.  Proceeds from the event will be used to build a computer lab and other vital programs for the school.  The event is open to the public and will honor Hamilton alumnus and Pasadena community leaders, including Brian Biery. On May 11, the Pasadena Police Department will host a Gun-Buy-Back from 11:00 a.m. to 3:00 p.m. at Garfield Avenue and Ramona Street.  Pasadena police officers will issue gift certificates (furnished by the Pasadena Area Gun Buyback Committee, Pasadena Area Congregations, and the Flintridge Center) for all firearms.  Gift certificates will be issued in the amount of $50 for any non-working firearm, $100 for handguns, rifles or shotguns, and $200 for assault weapons. In conjunction with the gun-buy-back program, there will be a Peace-Source Fair featuring resources to address conflict resolution, after school programs, mental & public health, parenting, parole reentry, policy, and advocacy issues. On May 11, 2013, the Pasadena Youth Center (PYC) is sponsoring the 19th Annual Adelante Mujer Latina (AML) Conference at Pasadena City College from 9 a.m. to 3 p.m.  The AML conference is an exciting and inspirational day-long career and educational conference attended by more than 1,500 young Latinas, ages 12 to 21, their mentors, and moms.  The purpose of the AML Conference is to provide middle and high school Latinas with tools for personal and professional growth, challenge them to raise their expectations, promote leadership, encourage them to pursue post-high school education, achieve their goals, and have a positive impact on their lives and the lives of others.  If you are interested in being a workshop presenter and sharing your personal success, please visit www.adelantemujerlatina.org to learn more, or visit http://pasadenayouthcenter.org/aml_conference/aml_presenters to sign up as workshop presenter by March 9, 2013.  Special thanks to PYC’s Executive Director, Stella Murga, for her continued and dedicated service to Pasadena’s youth.

On May 15 at 6:00 p.m., the Pasadena Police and Fire Departments will honor our fallen officers and firefighters and their families in a solemn ceremony at City Hall.  Traditionally, the month of May is the time of the year when public safety departments across the United States hold services to remember first responders who died in the line of duty.  The ceremony is free of charge and the public is encouraged to attend. On May 30, from 1:00 to 3:00 p.m., the Pasadena Police Department is hosting its 42nd Annual Police-Citizens Awards Ceremony, at the Ambassador Auditorium (131 South St. John Avenue).  The event will honor police employees and citizens who demonstrated exceptional service, conspicuous courage, and other noteworthy acts.  I hope to see you at the awards ceremony to celebrate our local heroes.

Our Community:
On April 9, Pasadena Police Lieutenant Tracey Ibarra and I met with NAACP Pasadena Branch President Gary Moody to discuss several issues.  The meeting was very informative and Gary was clear on his vision for the NAACP.   I presented a recap of the police department’s use of force, arrests, and personnel investigations during 2012.  The use of force, arrest, and personnel investigations data can be found on the Pasadena Police Department’s Webpage at: cityofpasadena.net/EkContent.aspx?theme=Navy&id=6442469217&bid=0&style=news&bid=0.

On April 10, I participated on a panel to discuss youth violence, hosted by Pasadena: City of Learning.  The forum was held at Fuller Seminary and generated a great deal of reflection on the topic of youth violence.  VIPs included: Pasadena Mayor Bill Bogaard, PUSD Board President Renatta Cooper, PUSD School Board Members Ed Honowitz and Tom Selinske, Latino Heritage Executive Director Roberta H. Martinez, PUSD Chief academic Officer Brian McDonald, PCC Board Member Bill Thompson, CAL-Tech Director of Government Relations Hall Daily, and many more.  Other speakers included PUSD Safety Officer Eric Sahakian, Center for Civic Mediation Dave Forcereta, Flintridge Center Director Brian Biery, and Dr. Eric Walsh. The forum was coordinated by Pasadena: City of Learning Director Anita Fromholz.

On April 11, I attended a meeting with the San Gabriel Valley (SGV) Police Chiefs.  The meeting was held at Picasso’s Café, in Irwindale.  The chiefs discussed several public safety issues including AB 109.  My remarks focused on the great work being completed by the West San Gabriel Valley – Anti-Crime Taskforce (WSGV-ACT).  You might recall, the taskforce was created a few months ago to mitigate the impact of AB 109.  Several SGV police agencies currently serve on the taskforce, which is managed by Pasadena Police Lieutenant Diego Torres and supervised by Pasadena Police Sergeant Chris Kirby.

On April 11, Pasadena Police Office Supervisor Beverly Bogar hosted four high school students at the Kiwanis Career Day Luncheon. Alice and Mel Smith started the luncheon sometime in the mid-1980s and upon their retirement, have made the Career Day an annual event.  The event is supported by Pasadena Kiwanis and Marshall Key Club.

On April 8-11, The Pasadena Police Department’s Mobile Command Post Curbside Coffee & Chat was deployed in various neighborhoods throughout Pasadena. Community Services Section Officer Ralph Ordonez and Police Specialist Hilda Jurado visited the following neighborhoods: 400 Block of Sunny Slope Avenue, 600 Block of Lincoln Avenue (Post Office), 1329 North Lake Avenue (Food For Less), 200 Block of Elizabeth Street, and the 100 Block of Annandale Road.   If you would like to see officers visiting your neighborhood, please call Officer Ordonez to arrange for a time and place. On April 11, Deborah K. Sanchez, Anthony Sanchez, and I attended the American Cancer Gala Kick Off, which was held at iPic Theater in Pasadena. Pasadena Tournament of Roses Executive member Gerald Freeny was recognized as the ACS Community Honoree. Other awardees included Majestic Realty Foundation and the City of Hope. VIPs included Chief Margaret York (ret.) and the Honorable Judge Ito.  The program was facilitated by ACS Event Chair, Cindy Ruiz.

On April 11, Deborah K. Sanchez, Anthony Sanchez, and I stopped by the Chandler School Boy Scouts Pack Meeting. The meeting was very well attended by cubs, family, and scout leaders.  I had the opportunity to speak with the cubs and explained my journey to Eagle Scout.  The cubs were very attentive and asked some great questions.  As an aside, there are approximately eight Eagle Scouts currently serving as Pasadena Police Officers.  Special thanks to Chandler Pack Master Vince Farhat for inviting me to participate in the meeting.

On April 12, the Pasadena Police Department’s Traffic Section hosted the “Every Fifteen Minutes” program at Polytechnic High School. The program, which staged a realistic, mock fatality collision, is designed to raise awareness of high school students, focusing on the dangers of drinking and driving. Twelve Polytechnic High School Students participated in the emotionally charged event while 350 of their classmates looked on.  The police department was joined by the Pasadena Fire Department, Huntington Memorial Hospital, and the Los Angeles County Coroner’s office to stage the realistic event.  Officers Sam De Sylva, Tom Blanchard, and Derek Locklin coordinated the two day program, which is funded each year by State Farm Insurance.  The program concluded Friday morning with the students watching a video of the staged collision and sharing their thoughts.  Our hope is that the exercise will help young drivers make the right decisions concerning alcohol and driving and prevent the kind of tragedy that the mock collision highlighted.  Special thanks to Polytechnic High School Principal Dr. Jamie Neilson, and Dean of Students Brendan McGrail, for assisting with the program. Commander John Perez, Lieutenant Pete Hettema, and I were at the closing ceremony, which was held at Polytechnic High School.

Pasadena’s Finest:
On April 8, Pasadena Police Specialists Jeffery “Jeff” Siciliano passed away after his gallant fight against cancer.  Jeff passed away peacefully and was surrounded by his wife Olivia Siciliano (also a Police Department employee), daughter, and family. Jeff was courageous, gentle, and caring to all who knew him. Please hold Jeff, Olivia, and the entire Siciliano Family in your positive thoughts and prayers.  I thought you might like to read a little about Jeff’s life and career:

Jeffrey Siciliano was employed in the Pasadena Police Department’s Community Services Section since 1998.  As an Administrative Assistant, his focus was on the section’s regular programs, events, and special projects.  His creative writing skills were demonstrated most notably at the annual Police and Citizens Awards, for which he composed the program, scripts, award plaques, certificates, and the departmental and divisional commendations. Jeffrey embraced the great variety of activities associated with the Community Services Section and enjoyed when opportunities for creativity arose.  In addition to writing for Section-related projects and publications, he wrote for the national “Community Policing” magazine, the departmental newsletter, and numerous other creative compositions to include guides, manuals, and forms for the department.

Jeff also created the official Community Services Section slogan, “Reaching Out…with the Personal Touch.”  Recognized as “the Voice of the Community Services Section,” Jeffrey was always heard on telephone voice mail greetings for many department and Section employees, as well as the Section’s general phone mailbox greeting.

Jeffrey had been employed by the City of Pasadena for 19 years.  He worked in the Department of Finance for five years prior to joining the Police Department.  Most recently, Jeffrey was a member of the City of Pasadena’s Employee Advisory Board and the Police Department’s Awards Committee.  He co-coordinated several of the Citizen Police Academy classes and instructed at the department’s Summer Youth Leadership Conference in 2003.  Jeff was also a member of the Strategic Planning Steering Committee, which was charged with developing the strategic plans for 2003-2007 and 2008-2012.

Jeffrey participated in community forums in Pasadena on behalf of the Police Department, and also coordinated the police department’s implementation of the City youth employment program called ROSE – “Realizing Opportunities in Summer Employment.”A past participant in the Toastmasters public speaking program, Jeffrey received certification as a “Competent Toastmaster” in 1997.

The quote that Jeffrey considered most inspirational is from playwright George Bernard Shaw:  “I am of the opinion that my life belongs to the whole community and as long as I live, it is my privilege to do for it whatever I can. I want to be thoroughly used up when I die, for the harder I work the more I live.”

Jeffrey was a native Chicagoan and independently moved to Los Angeles at the age of 18.  He lived in Duarte, CA, with his devoted wife Olivia, and daughter.

Critical Incidents and Crime:
On April 3 at about 4:40 p.m., Pasadena Police officers responded to a burglary report at a commercial store in the 3100 block of Foothill Boulevard.  On arrival, the officers learned that the store manager noticed that approximately 42 IPODS were missing from the display case.  The manager reviewed the store security video and observed three suspects remove the devices.  Pasadena Police detectives are investigating the incident.

On April 5 at about 4:00 p.m., Pasadena Police officers responded to the 210 Freeway and Lake Avenue regarding a motorcycle vs. auto traffic collision.  On arrival, officers discovered that a motorcycle rider was in critical condition as a result of the accident.  California Highway Patrol officers responded to the incident and assumed command.  Ultimately, the motorcyclist expired at the scene.  CHP are actively investigating the incident.

On April 6 at about 4:23 p.m., Pasadena Police officers responded to the 1200 block of Lake Avenue regarding a possible strong armed robbery.  On arrival, officers learned the victim was pushing a shopping cart in the parking lot of a commercial business when she noticed her purse was missing.  The victim’s daughter ran to the entrance of the store and noticed two suspects (Male and Female), who had possession of the victim’s handbag. The victim chased the suspects and was able to detain the female until officers arrived.  The male suspect fled the location on foot prior to the officer’s arrival.  The female suspect was booked at the Pasadena Police jail.  PPD Detectives are actively investigating the case.

On April 6 at about 5:24 p.m., Pasadena Police officers responded to the area of Sierra Bonita Avenue and Asbury Drive regarding a possible carjacking.  On arrival, officers learned the victim was driving in the area of Holliston Avenue and Elizabeth Street.  When the victim stopped for a posted stop sign, the suspect approached her vehicle and attempted to open the driver’s door.  The suspect was yelling at the victim demanding she open the door. The victim drove away and called the police.  As officers were responding to the call, they received updated information that the suspect was attempting to stop other passing vehicles demanding they surrender their cars.  PPD officers eventually located the suspect and arrested him without incident.  The suspect was booked at the Pasadena jail. On April 8 at about 11:04 p.m., Pasadena Police officers responded to the 1700 block of Mentone Avenue regarding several calls of a fight in progress.  When officers arrived, they contacted four males at the location. During their investigation, it was determined that one of the males had a $50,000 warrant for his arrest.  He was taken into custody without incident and later booked at the Pasadena jail.

On April 8 throughout the day, the Pasadena Police Department and other city departments were on alert due to the projected windy conditions that were expected to blow through the San Gabriel Valley.  As it turns out, the resources were not necessary; however, it should be comforting to know our first responders were as prepared as possible.  You all may recall the 2011 Windstorm and the impact the weather on our community.

On April 9, the Pasadena Police Department’s Special Enforcement Section (SES), Detectives from the West San Gabriel Valley Anti-Crime Taskforce (WSGVACT), and officers from Glendale PD, served a search warrant in Tujunga.  The warrant was generated from a property crime investigation by the WSGVACT.

On April 10, at about 6:32 p.m., Pasadena Police officers responded to the area of Washington Boulevard and Summit Avenue regarding a traffic collision (auto v. ped).  On arrival, officers learned that the victim, a Female Asian, 79, was walking on Washington Boulevard, when she suddenly stepped into the street in front of an approaching vehicle.  The victim was hit and later died as a result of her inquires. Our investigation is ongoing.

On April 11, at about 5:00 p.m., Pasadena Police officers learned of a child who went missing from the 900 block of East Walnut Street.  Officers quickly established a command post and began searching for the missing child. Resources included the Los Angeles County Bloodhound Unit, Park Safety Specialists, Air Support, and uniformed officers.  The child was located unharmed and playing at Jackie Robinson Park.  He was subsequently re-united with his grandmother.
